Opacity may affect both the means used to implement policies and the real objectives that they pursue. Our concern with opacity is limited to the cases when it is the result of obfuscation. that is, of some effort on the part of governments or other public bodies (central banks or international organisations) to hide or misrepresent their choices. In the literature concerned with accounting for inefficient policies, there are now models in which opacity plays no significant role. Public Policies and Social Economy in Spain and Europe

The article considers different economic policies likely to affect the social economy sector as an institutional sector. In a first time it sets up an analytical framework which allows to apprehend the policies contents and offers three typologies. In the light of this framework it first makes a global evaluation of policies implemented in Europe and then focuses on Spain, one of the Union countries with the highest level of development of these policies. Finally, the author evaluates the efficiency of the main measures of economic policy applied in this country.

BEMOD: A DSGE Model for the Spanish Economy and the Rest of the Euro Area

In this paper we present the theoretical foundations and the simulation results obtained with a new dynamic general equilibrium model developed at the Banco de España for the Spanish economy and the rest of Euro area. The model is designed to help in simulating the effect of alternative shocks on the main aggregate variables. The main contributions of this work from a theoretical perspective are the modelling of a monetary union composed of two regions, the inclusion of housing as a durable good with its own sector of production and the degree and detail of the disaggregation considered for each country in the model, which replicates the Quarterly National Accounts.
